Quoted from Attica Gateway to the West by Rob R. Thompson, "It is said and generally accepted that five men were the key promoters for Attica and its chapter, David ScottG. Barrett RichHarvey PutnamEzra Bishop, and Alden Sprague Stevens can all be called the founding fathers of the Village of Attica"

Attica's charter was signed by the 60th New York State Legislature under Governor William Marcy.

Attica's charter

"The people of the State of New York, represented in the Senate and the Assembly do enact as follows:

1) All that part of the town of Attica, in the county of Genesee, known and distinguished as lots Number eleven and twelve, in the twelfth section, in said town, shall hereafter be distinguished and known by the name of 'The Village of Attica', and the freeholders and inhabitants in said village hereby constituted a body corporate by the names of The Trustees if the Village of Attica..."

The State Legislature would pass a second charter in 1853 setting a structure of five trustees and giving the trustee greater powers as village boundaries expanded.
