The Woodland Davis Clean Water Agenc (WDCWA) is a joint powers (inter-governmental) agency set up to govern the development and management of a supply of surface water from the Sacramento River to supplement some of the diminishing groundwater supplies that Davis and Woodland had previously depended on. On behalf of those cities, the WDCWA has negotiated permanent, senior water rights for Sacramento River water from the Conaway Ranch. The water rights permit was approved by the State Department of Water Resources on March 1, 2011. Construction of the water project began in 2014, and treated water became available in 2016 to both cities.
WDCWA facilities include an intake structure, a treatment facility, and a system of transmission mains. The intake structure is located on the west bank of the Sacramento River near the I-5 bridge east of Woodland, and is shared by Reclaimation District 2035 (who pumps water for agricultural irrigation). The treatment facility is located just outside of the City of Woodland on the east side of town. WDCWA also constructed transmission mains to move raw river water from the intake to the treatment facility, and to move treated water from the treatment facility to the both cities, (Davis and Woodland).
The project will replace Davis groundwater, which is high in salinity and taste, with surface water from the Sacramento River. http://www.wdcwa.com/ is their website.
