BIO
J C Millan was the president of the Cigarmakers Association of the Pacific Coast. The "white cigarmakers" (not sure what this refers to) of Oakland, including Millan, formed a cooperative factory that stated working together in 1879.1
Millan's Cigarmakers' International Union of America signed on a 1901 petition by a group of over 3000 delegates in San Francisco that was delivered to Congress and the President asking them to reinstate the Chinese Exclusion Act.4
