The Oakland chapter of the Rotary Club was established in 1908 by many of the same men who formed the Oakland Chamber of Commerce and the Oakland Real Estate Board. Frank Bilger was the first President of the Rotary Club. The goal of the organization was to break out of the shadow of San Francisco, and to develop Oakland as an independent urban center.
